Born on 2.12.1948 in the family of Dr. Arvind M. Mehta, a leading Consultant and Physician of Bhavnagar. Did his B.A. with Hons. At Bhavan's College, Bombay in 1971. After obtaining Bachelor's degree in Law from M. S. University, Vadodara in 1974, was offered Government of India Merit Scholarship for pursuing post-graduation in Law. Practised as an Advocate for 26 years and associated with Mr. K.C. Patel, a Senior Advocate. Served as Staff Officer, Legal Wing, Gujarat State Home Guards from February 1980 to December 1981 and visiting Lecturer on Home Guards Act & Rules, Indian Penal Code and Criminal Procedure Code for Officers' Training Course and conducted examination for promotional posts. Attended various seminars as a Guest Speaker and submitted papers from time to time.
